Bilbao isn’t especially cycle-friendly, but it’s a good option for exploring the surrounding countryside. San Sebastián and in particular Vitoria are good two-wheel cities, with more planned cycleways and green spots than in busier Bilbao. Getxo is a good area to explore by bicycle, as indeed is most of the Basque coast; the trip between Bilbao and San Sebastián is a particularly rewarding ride, with only a handful of steep sections.
