Technically, male homosexuality has only been legal in Ireland since 1993 when EC human rights legislation finally forced the Irish government to bring its policies up to date. In the same year the Irish government lowered the age of sexual consent to 17, making Ireland, for a time, more liberal than Britain. Gay women have never been outlawed in the same way as their practising male peers, since Queen Victoria decided that there could be no such thing as lesbianism.
There were, of course, gay- and gay-friendly venues in Dublin prior to 1993, which, in the age-old tradition of Irish solutions to Irish problems, were generally tolerated by the law enforcers as long as they kept a low profile. Since then, however, a whole pink economy has burgeoned in the city, largely generated by and aimed at gay men.
