Valencia's mild Mediterranean climate means that there is never really a bad time to visit. If it's sun you are after this is Spain, after all June and September are the best months to come. The beaches and hotels aren't too crowded and it's warm enough to swim. September is particularly lovely as the rice fields ripen and turn to gold. Winters are too chilly for sunbathing, but you could still go for some bracing beach walks. In July and August the beaches are packed, but it's still easy to find a relatively quiet spot if you are prepared to go a little bit further afield. Hotel prices rise (in some places they skyrocket) during July and August which is worth bearing in mind if you are on a tight budget. If you can, combine your visit with a festival. The best is Las Fallas, one of the most spectacular in Spain, and the silliest and most fun is the Tomatina in Buñol, a massive tomato fight held in August. Most of the town festivals take place during the summer months, from June until September, but the tourist information office will be very happy to provide you with a comprehensive list. Many of these feature bulls running through the streets, mock battles between 'Christians' and 'Moors', and a lot of eating, drinking and general carousing.
